Ores drop stone when mined with a lower tier pickaxe

Ores should drop cobblestone stone deepslate or netherak when mined with a lower tier pickaxe instead of dropping nothing at all. even if the ore is unobtainable it shouldn't drop nothing when it could mine stone at least. for example if you break any Ore blocks with your fist you don't obtain anything. but if you're mining iron gold diamond ore block with a wooden pickaxe you should still be able to acquire stone, even if only with a very small chance to. Mining ancient debris without using a diamond pickaxe should still give nothing though.
