The mace is a bad concept and not a healthy addition for the game. The idea of falling from the sky where people don't even see you and then can kill you in one hit needs to be changed.
There are a couple things that can be done to balance it.
1. Make it so you can't mace smash while gliding. This defeats the entire purpose and removes any risk from the weapon.
2. Add a damage cap or fall-off so you can't keep piling on unlimited damage to kill maxed players in a single strike.
3. Make the mace disable the use of firework rockets since the elytra is what makes it so toxic.
4. Make the user still take fall damage since there is very little trade-off without it.
