Dear Minecraft Team!
I think you already know, that people want stackable soups. You probably shouldn't disappoint them.
You could make them stackable only up to 16. Besides, no one uses soups, and they wouldn't become too powerful if they were stackable.
I also know why you didn't make them stackable: to ensure that players always have a free inventory slot for the bowl. But that's very unnecessary, because:
1) Many people throw the bowl away after eating anyway.
2) Often you already have a stack of bowls or an empty inventory slot.
3) No one uses bowls at the moment anyway.
4) If you really don't have room for the bowl and the soup is stacked, it will simply be dropped.
The three arguments apply here as well:
1) People like it when you do something.
2) It only takes 5 minutes to add (zero effort!).
3) No one would get upset about it (why would they?).
So, what are you waiting for?
Soups must be stackable!!!
