This idea is around creating more of a long-term progression for players (in survival/hardcore mode) to maintain interest, that incentivises and rewards them for visiting and spending time in a variety of biomes, in an order of their own choosing.
It essentially divides biomes into 3 categories:
1) Starter Biomes: Plains and Forests (including variants).
Default option is that all spawn points are set to one of these biomes, as these give players all the resources required for an easy start. Hostile mobs limited to zombies and creepers
2) Biomes with specific advantages:
Savanna - higher rate of diamond ore generation, best place to build a mine
Jungle - a higher rate of lapis generation the only villages with librarians, the place to explore if you want to get into enchanting
Swamp - the only villages with clerics, who offer a wider range of potions
Taiga - the only villages with "bounty hunters" who buy and sell hostile mob drops
Mountains - a higher rate of redstone generation, and the only villages with "inventors" who sell redstone based contraptions
3) Biomes with specific challenges
Dark forests - woodland mansions, and the only villages with cartographers
Beach/islands - villagers with "seafarers" who offer boat upgrades and tools required to visit ocean monuments
Caves - caves have villages! with geologists who offer tools required to raid ancient cities
Frozen biomes - the ONLY place where surface lava and nether portals spawn
Arid biomes - the ONLY places where strongholds spawn
