Why not make torches crafted from coal and sticks, and lanterns crafted from a regular torch, extinguish over time?
Jack's lanterns would also extinguish.
For example, you place a torch, and after 5 minutes it goes out. To light it, you need another torch or some flint and steel.
The player can extinguish torches themselves.
Or they extinguish when hit by a bottle of water.
Also, you could make lit torches extinguish in the inventory. If the player has a flint and steel with them, its durability will be consumed, but the torches will remain lit.
If there are extinguished torches in the inventory, they must be lit after placing them.
A regular torch could also ignite dynamite.
At an advanced level of the game, you could craft a glowstone torch. It would look just like a regular torch, but would never go out.
If the game had a temperature characteristic, coal torches would emit heat, warming the player or melting ice and snow, but glowstone torches would not.
Also, if you tap a regular torch with lapis lazuli, it will turn into a glowstone torch (for example, these will be found in structures, and mineshafts will have both types of torches).
