An enchanted enderpearl would be linked to its owner so another player throwing it would TP the owner to the location it lands like a normal enderpearl.
Options for how to acquire:
End city chest loot. Enchanted enderpearls could be found in end cities, making it another late-game bonus. They would be finite, like Elytra.
Rare Enderman drop. Low percent chance of dropping an enchanted enderpearl. In this case, they would be a renewable resource, able to be farmed.
Craftable. Combine a normal enderpearl and another End item - chorus flower, dragon's breath, etc.
Enchanting table. Add a normal enderpearl and lapis to an enchanting table with some cost in XP.
Enchanting book. Add as a normal enchantment, available in the enchanting table and as a book, able to be applied in an anvil like normal enchantments.
Options for usage:
For craftable or enchanting table/book, they would get linked to the player creating them in the process of crafting or enchanting them. They would display the normal purple glow and be permanently renamed to the creating player's player name for easy identification.
For chest/mob loot: They could be linked to the player using an anvil similar to renaming an item, but the name is automatically set to the player name and unchangeable. Alternatively, this could happen in an enchanting table, with the cost of lapis and XP.
Once crafted/linked, the owner could give them to another player, and when that player throws one, it TPs the owner to that location.
