Tadpoles should have their adult color set by either the biome they hatch in, not the one they grow into an adult in. The Bucket of Tadpole item should include a tag to represent this in the same way that Tropical Fish buckets do.
As it stands, it is very difficult to gather the 3 variants of frog for terrariums and display, as there is no way to transport adult frogs in the inventory. Setting the adult color by the hatch location of the tadpole instead of the growth location would lower that difficulty drastically, and give players more of a reason to explore out to new locations to breed and gather all of the variants.
As it stands, there is no reason to go out and collect tadpoles from new areas, as they will all be the same adult frog at your base, no matter where they came from.
