Adding Vibrant Visuals to all phones in Bedrock Edition

Dear Mojang,

I really like Vibrant Visuals, but can you add this into all phones (weak and strong)? Because my parents don't have money to buy me a new phone. And I really hope you should add Vibrant Visuals into all the phones.

    I feel like for all phones is a bit of a stretch. I get modern phones, but some phones just can’t handle it.
