View bobbing update

Currently when u toggle view bobbing off, the hand just stays stiff and still even when moving the camera and it feels really odd. It should like when u turn it off the hand should sway atleast a little when we move our camera so that it feels more alive and a little bit more immersive while still enjoying it off
