"Snails Horn" Enchantment to slow mob movement

Add a "snail's horn" enchantment exclusive to horns dropped by screaming goats to temporarily slow the movement of all mobs for up to several seconds with higher levels decreasing mob speed and increasing effect time. This will allow players to attack or flee from the slowed mobs. As this is a potentially OP enchantment, make it challenging to obtain and limit its number of uses.

In addition to only be usable with screaming goat horn, Snails Horn enchantment books are only obtainable as loot in pillager outpost chests with the chance increasing in cold biomes. This has the benefit of giving players more incentive to raid outposts.

The enchanted horn will have limited durability with the odds of horn breakage increasing after only a few uses.

It should have a longer cooldown period than an unenchanted goat horn.

The enchantment will not work on other players.
