There are currently three ways to enchant your items (the enchanting table, villagers, and treasure enchanted books) and each of them has their own issues and none of them are particularly engaging. I have a solution that would solve all the issues plus increase overall immersion and encourage exploration.
I propose that the bookshelves, in the enchanting table set up, be changed to chiseled bookshelves and the enchanting table GUI be changed to something more similar to a lecturn with a book in it.
In order to enchant something, you must find an enchanted book and place it in one of the chiseled bookshelves around your enchanting table, then when you open the enchanting table GUI you will see the enchantment from the book listed on one of the pages. You can then use this enchantment as many times as you want (however the xp cost will be more similar to an anvil to preserve ballance)
In order to flesh out your enchanting abilities you must search for the various enchanted books out in the world.
In order to balance this out a few other changed would have to be made, including:
You can no longer get all enchanted books from villages, I only specific ones.
Enchanted books now spawn more frequently in loot chests.
Some enchanted books can only be obtained from fishing.
Some enchanted books can only be obtained by killing pillagers.
In conclusion this would make enchanting feel more emersive, less rng based and encourage exploration.
