Reworked Leaflitter

So what if leaf litter was more dynamic? Right now it is just takes up too much inventory space and causes lots of lag on certain devices like the Nintendo Switch and other low end devices. Leaf litter could build up under leaf blocks after a certain time period and would build up faster in rainy weather. With leaf litter spawning under leaf blocks it should also decay after some time so we can clear an area out of a forest without having to worry about manually clear out the leaf litter afterwards.
