I think the fishing mechanic as it is, is kind of boring. It doesn't really interact with the fish mobs in any meaningful way, beyond the generic "Bring mob to player" the rod does for all mobs.
I came up with a pretty simple idea to make the fishing rod interact with the fish mobs, while still letting the players get treasure loot. It also makes the act of fishing a little bit more fun, and encourages some light exploration.
To actually catch fish, fish mobs need to be nearby. Once the rod is cast, a nearby fish will eventually swim over, and you'll catch one once it bites.
After it's caught, the player guts the fish, and there is a small chance a treasure item to be inside the stomach contents. Both a fish food drop, and the treasure drop should occur if this happens.
