They have decided to make name tags craftable recently in the new snapshot for 26.1. This sort of ruins the incentive to explore and find one.
Like with saddles: if you wanted to ride a horse, you had to go out and find a saddle. Then they made it craftable in 'chase the skies' which meant it was much easier to obtain and took away the incentive for players to explore and find one.
It's the same now with name tags, it takes away some the desire to explore and find one. Lucky players who stumble upon a dungeon and find a name tag in a chest would likely take it, knowing the item cannot be crafted and is somewhat valuable. Now they are more likely to leave it behind as they are really easy to craft and aren't that valuable anymore.
In conclusion, I believe that name tags (and saddles) should remain uncraftable to give a reason for players to explore their world and not just hang around spawn knowing they can get anything they want or need.
