Make Wood Insta-Minable With Netherite Axe(Efficiency 5) + Haste 2

Allowing players to be able to insta-mine wood with an efficiency five netherite axe and the haste 2 effect will give a nice alternative to players who don't want to setup a wood farm that abuses TNT duping. This change will also make the netherite axe a more meaningful upgrade.
