The Collector is a being of souls, skulk and void. Found after preforming a ritual at the top of an end city with the head of the head of a Dragon, the star of a Wither, and a crystal of skulk. They must be thrown into a square of red stone dust. Then say "Come back" three times and a portal will appear from the sky, and there it is.
