Whenever there is an End Flare, water source blocks can freeze solid.

This would apply whether the visual effect is enabled or not.

Any time there is an End Flare (or when one ought to appear if disabled), any Water Source blocks on the ground should have a small chance (maybe 5%?) to instantly change into Ice blocks, and any flowing Water blocks coming from that frozen block should change into Snow.

    end flares in minecraft canonically are supernovas in real life, and if you know anything about space, they are HOT, like REALLY HOT. so it would be better to make them evaporate just like in the nether
