New command in Minecraft Bedrock (MineCartMaxSpeed)

There's a command in Minecraft Java Edition called MinecartMaxSpeed in Java that changes the minecart's maximum speed, but this command isn't available in Bedrock, I'd like it to be added.

    This post deserves more attention, I would love minecarts to make a comeback in Minecraft Bedrock.

    Rail networks are incredibly expensive and time-consuming to build, yet their speed is limited to 8 blocks per second. Meanwhile, Elytra travel at approximately 30 blocks per second (during horizontal flight), with significantly less construction cost or complexity. This is counter-intuitive for late game players like myself; I have a rail network, I choose not to use it, it's too slow. 

    With Elytra being the final mode of travel, I can say the experience of getting from Point A to Point B is far less satisfying. As there is no height limit, players are encouraged to fly up high into the clouds for destinations far away, with nothing to see. On the contrary, minecarts are grounded in player-made infrastructure and Minecraft's scenery.

    I would much rather take a minecart to get to that Woodland Mansion 10,000 blocks away instead of flying through the clouds for 10 minutes like a R* loading screen.
