So the idea is simple, make elytras have different base speeds in different dimensions. The overworld being the standard, the nether making it slower, and the end making it quicker. This makes exploration through different dimensions more unique since the speed will alter. This works because the elytra being faster in the end makes the end islands more easy to traverse while in the nether the slower speeds makes the more chaotic terrain much more easy to travel but at the cost of using more rockets for a decent distance while the overworld is more balanced. This lets the game have a sense of drag like real air based travel where the nether has more dense air making you move slower while the end has the least dense air letting you soar like a jet.
