Add Full Arabic RTL and Shaping Support to Bedrock Chat

Minecraft Bedrock currently does not support proper Arabic text rendering in chat. Arabic is written right-to-left and requires character shaping, but Bedrock displays Arabic characters reversed and disconnected, making chat unreadable for millions of Arabic-speaking players, especially on mobile devices. This is not a localization request for UI translation, but a core text-rendering issue affecting accessibility and communication. We request full implementation of Unicode BiDi support and Arabic shaping in Bedrock chat across all platforms.
