Hopper cooldown

Dear, Mojang

       In the newest update the hopper cooldown was added but now I am unable to make the huge bases I enjoy making in a week or less instead they take much longer now because I can't just duplicate the items. So all I'm asking is to bring that back because it has made my life easier when collecting thousands of obsidian and more hard blocks to break. i hope you look into this and have a great rest of your day
