It would be a block to place anywhere, on which you could assign several pets so that the pet isn't following you and teleporting to you, but they're not just sitting still all day long, instead they're walking around in the radius of that block (the radius of a beacon? Ideally something you can keep small or upgrade); they can still react to stimuli (for instance a tamed wolf would go fight skeletons) but if their stimulus draws them away from the radius, they'll come back to it once they aren't stimulated anymore. The pet can't go through walls or a closed door. That would be particularly convenient for cat owners, so they don't need to make the cat stand and sit every time they're going to bed, they just assign them to a block at home. I see a lot of uses with that, to give some life to a village, to give a companion dog to a shepherd villager, or a companion cat to a fisher villager, to have an aviary filled with parrots,...
Additional idea: possibility to store some pet food in it so the pet can possibly heal itself?
Maybe that item could also be used for your following pets as a respawn point? I do hate the idea that the player can respawn, but the pets are dead for good unless you used a mod.
