I never really noticed it until the copper age drop came out and saw a copper golem walking around with a carrot out in the open with pigs nearby doing nothing that only when a player holds an item do mobs get tempted by it. As long as it isn't a mob they are afraid of, it shouldn't matter who is holding the item, if a temptable mob sees someone holding a item it wants, it should be tempted by it. Like a fox holding seeds shouldn't tempt a chicken, but a baby zombie holding seeds would (and would be a fun easter egg too if that made a baby zombie able to mount a chicken). It could lead to more interesting interactions between mobs and make the game feel more consistent even if the mobs holding the items can't interact with the mobs the same way a player can, though it might be fun in some cases like villager butchers feeding mobs like how farmers can harvest and plant crops.
