Chipper Tool on blocks to get small chunks for more detailed building.

I would like to be able to add more detail to my builds using small chunks of blocks in game.  If Minecraft were to add some sort of chipper that the players could use to chip away at blocks and gather small chunks of the block that could be added onto builds, then there would be endless possibilities for small details on builds that people such as myself could enjoy.  If this were to be added to the game, I feel like it would make it more fun to design the interior and exterior of my house and maybe the land around it too.  The Minecraft developers could possibly add a chipper tool to the game alongside small chips of blocks.  Possibly adding a new 'carving table' where the player could transform the block into many small chips or create templates to use on blocks, so that the player could right click using the template and it would design the block to what is on the template.  The placement of the chips would prevent anything else from being in that one block space however all kinds of different chip particles could be used.  Or maybe the block could become 9 small chips instead of a lot more.
