During underwater exploration, it is very difficult to manage air supply. You either have to mine blocks to make an air pocket, which is super slow, especially without aqua affinity, place a door, which feels slightly cheaty, unintended behavior (It just doesn't make sense that placing a thin piece of wood underwater created 2 square meters of air), or bring magma or soul sand, which will either harm you or push you to the surface and have to be picked up afterwards. Therefore, I suggest that if a wind charge is thrown underwater, it should leave a cloud of bubble particles for a time, which will refill your air supply similarly to magma or soul sand bubble columns. This would be very useful in underwater exploration, whether that be mining, looting structures, or hunting nautilus, but also in keeping sea creatures alive that need air, because dolphins will often die if left in water, so you could have a dispenser occasionally giving them air.
