The title is very self explanatory. The arrow should not apply full damage though. The piercing level would not only allow the arrow to pierce shulkers respective to the level of the enchant, but also deal more damage. Piercing 1 would deal 20% of the damage, 2= 40%, 3= 60% and 4=80%. This will still reward players who wait for the shulker to open.
I think this would be cool because it would allow for new tactics to kill the shulkers: For example, poison arrows are great against them because they deal damage even when the creature is closed and leave them with very low health to finish the job easy. Being able to inflict such effects would be very fun.
