Texture Editor

So I know you can't download Texturepacks on Console so I thought why don't you make an Texture Editor that all People can Create own texturepack! You can also make on/off buttons for people ti be easier for exapample ore bordes ore you can Costumice your Texture settings to fully costumize it. So the full idea is you can choose a Block or sth. and texture it (you can't make block fully invinsible!). That also for Items etc. also for all conditions like Power 12 Redstone. You can name it and give it an Discription + Settings I know there's an Marketplace but I can't find an good texture pack that I want so this feature Would be nice
