A growing sentiment is that the Happy Ghast is too slow and needs a speed increase. However I believe a more interesting solution is possible which involves weather!
Wind Currents/Jet streams: Starting at a certain altitude, "wind currents" will occur that travel in one direction and increase the speed of entities travelling with them, namely the Happy Ghast as well as any Elytra users.
Such aerial streams may change direction and speed with altitude and time of day. Perhaps even seasons if those become a thing. A new item could be introduced that gives the player an indication of wind direction (Wind Vane? Weather Map?).
This will increase the speed of the Happy Ghast in a way that is much more interesting and connected to natural processes than a mere flat speed increase.
