Pillagers riding ravagers should spawn at pillager outposts

I think it would be a great mount to add to mounts of mayhem, making outposts a more interesting experience and another use for ravagers outside of raids

    As much as I hate ravagers, yes this would be awesome! It would finally give a rather large challenge for players in the early-game, if they want to go for it.
