Mob griefing off shouldn't be a cheat

To put it nicely I think griefing being a cheat doesn't make sense as peaceful mod entirely remove hostile mobs while mob griefing merelys stop there destruction of these mobs.That is why I believe mob griefing should be a cheat just a opinion.
