It looks really strange when the grass under leaf litter pops up from under grass, which prevents us from having actual "leaf piles" and whatnot, so what if leaf piles were actually a thing? It would behave like snow and generate clumped around trees, and when broken, has a chance to give you some sticks, or the old leaf litter. Leaf litter would still generate, just around the leaf piles. It would also create a texture when placed on top of a grass block, like how snow does.
The recipe for this would be 9 leaf litter for 1 leaf pile, and you can turn it back. The tool that would break it fastest would be the hoe and then shears. Smelting leaves could be changed to giving more leaf litter to compensate for the fact that it's easier to obtain. Overall, it'd look less out of place in forests than plain leaf litter and would look nicer.
