This is to rework the current enchantment station to nerf villager trading and increase player intentionality with enchantments.
1) Go through with the idea of localizing enchantments to villager biomes.
2) Enchantments can no longer be applied or transferred via anvil
3) Enchantments can be transferred from item to book via grindstone(or a new workstation)
2) change the enchantment table to only provide some enchantments up to the level of floor(max_enchant_level/2) with number of bookshelves adjusting the likeliehood of different enchants.
3) Placing an enchanted book in a chiseled bookshelf within range of the enchantment table will increase the level the enchantment table can provide for the given enchantment.
4)(Optional) only up to 6 enchanted books can be considered at a given time so that players have to consider what books they put in there.
5) Impose an enchantment limit to equipment (recommended 5 or 6)
This encourages players to explore the different village types for librarians and loot to get access to the various enchantments, but doesn't force them to have to move villagers great distances if they want consistent access to the enchantments.
With a hard limit of 6 enchantments to equipment, If new enchantments are added to the game, it can encourage players to consider more carefully what they use as they now cannot just apply every enchantment possible with a couple hours of grinding
