Have mobs on a leash move up blocks like stairs.

I was exploring and wanted to lead a horse and a camel around but as I explore I'm constantly being interrupted by the leash breaking because the animals are getting stuck on blocks. I think animals, while on a leash, should be able to move up full blocks as if walking up stair or slab blocks. Thanks.
