Whistle for pets

It would be great idea to add a whistle that allows players to modify the behavior of their pets (horse, nautilus, happy ghast, strider, and other types of pets).
The whistle could be crafted using iron, and it would work similarly to a lodestone.
You can right-click (use) the whistle on your pet to link it, then right-click again to switch between different behaviors, and left click to make the whistle sound.

Another option, instead of adding a new whistle item, could be to use the goat horns for this feature.
