Because in the PvE aspect, basically no mob can hit you when using the spear — it’s too overpowered due to the range. And with attribute swapping, you can give your sword that same range, which makes PvP a lot less fun.
The spear, having a minimum range, doesn’t really add difficulty either, since it’s not hard to just move back.
Instead, as a debuff (since the spear is too strong and not that hard to get), here are some ideas:

While using the spear, if someone is holding their shield, you take kinetic energy damage.

Instead of giving the spear extra range, make it have high knockback — like Knockback 3 or 4 — so it pushes enemies back instead of outranging them.

Make it cost 3 ingots to craft.

Missing a spear hit should cause a big durability loss, so you need good aim to use it effectively.

Give it less durability overall (even though it already drains hunger, it should also break faster).
The spear should not be a vertical mace because it is not hard to get it.
