Water breathing potion and turtle shell helmet

Water breathing potions should be made out of turtle scute rather than pufferfish, this also matches in real life because some turtles can breath through their scute. Also upgrade the turtle shell helmet to grant 15 seconds (or more) of water breathing. Both of these will grant turtle scute more use. Pufferfish will still be useful as player need it for nautilus.
