Allow behavior packages to be added to global resources

I hope that in the future we can let the behavior package choose to enter the global resources.And you can Load it for use in any server.

    Behaviour packs modify how the game behaves, theyre not cosmetic, unlike resource packs. You cannot modify game behaviour only on one end like that.
