Better suspicious sand/gravel loot.

This is a really cool feature, but no one uses it because the loot isn't that good. If the loot was even a bit better, it could be a really fun feature. Maybe suspicious gravel could even spawn scattered around bastion remnants. Because let's be honest, no one's going to bring a brush to clutter up their inventory for a wooden hoe.
