Add weather to other dimensions.

I believe that this is an idea that could really spice up pretty much any part of Nether or End, maybe there can be a stormy weather for the end that would suit the new lightning skies. Or maybe even a Chilly weather for the Nether to compliment some believes outside of Minecraft about Hell, but that would probably be too far, so if you ask me id like a more foggy weather for the nether, perhaps something similar to a sandstorm, for the soul valleys?
