Spears should be usable at 84.8% charge

In Java Edition, normal weapons can do critical hits, knockback attacks, and sweep attacks starting at 84.8% attack charge. Spears are only usable at 100%, which is odd considering that the texture of the attack indicator was designed to show a distinction at 84.8% percent. Using a spear feels inconsistent and unintuitive.

    This is because Spears are made in consideration with Comat Experiments; where regular weapons can only be used at 100% like the Spears, "coincidentally" it's the same experiment where weapons have different reach.
