Improve the /title command

Currently the title command and its duration is purely based on a global /title times command. Using the times command changes the duration for all titles and it also overrides current ones. There is no way to have individual time setting for titles which is very unfortunate.

What I would like is for the times command to rather become a parameter within the other /title commands.

Example: /title <target> title "Hello!" <fadeIn> <duration> <fadeOut>

Example: /title @a title "Hello!" 0s 3s 0s

If you set unique setting on different titles (subtitle, title) and play them at the same time, their settings should work individually and not overlap.

Also a sidenote the actionbar title ignores time completely which is very strange, don't know whether that is a bug or not but that should be changed/fixed.

  This would be a really good feature, it's been very annoying to deal with while I make my maps. I would really love to see more in depth customization on how the command works in general, and this would be a great change. 

  Especially the fact that the title actionbar just straight up ignores time. I hope they change/fix this soon, it's been in the game for way too long
