Waxed and regular Cobweb

A concept of how cobweb block can we updated.

Starting with regular cobweb block. Now will get destroyed if left under rain , having similar to Happy ghast block function of slowly getting more wet to the point it drops as a string item. 

Other wise wet cobweb can be sheltered from rain and slowly dry back to regular version. 

Different stages of cobweb have different size and different ability of slowing down entities based on how wet it is, wet being least slow - regular being slowest. 

For players who want to preserve cobwebs from being broken by rain, can use wax to wax the webs.
