Tabards using Banner Patterns

Allow us to either make Tabards as a slotted item or to add a Tabard to our armor by applying a banner to a chest piece.  The base Tabard color would be the base color of the banner and then the banner pattern would be applied to the front of the Tabard.  

This would allow players to better represent any factions they are a part of or add to the overall build aesthetic of a kingdom when everyone is more or less hiding their skin beneath the same armor.  Tabards should be made as early as you could make banners.
