Particle emitting aquatic plant like the Firefly Bush and Spore Blossom

Something like glowing coral or firefly seaweed. You place the block and light particles appear floating around the area. 

1. It will look good in promotional material, making the oceans look new and fresh

2. It will add a flare to underwater builds, which will surely rise with the introduction of the Nautilus

3. Currently Kelp and Seaweed are the only aquatic plants found in oceans, there's room for more plants and it will add variety to the ocean biomes

4. Bioluminescence is an existing property of certain algae, it's not an unrealistic or cartoonish addition, it's based in real life biology.

  there are already texture packs and mods (like "Particular" with 6.5M of downloads) that does that, so, it's possible, it's cool, makes the world feel more alive and interactive.

  Why not Plankton? Simple life form of the sea eaten by most sea creatures. Easy "Ambient" mob like you're mentioning.
