Move enchantments from tools to books

Have you ever been traveling and found enchanted tools or armor that have good enchants but aren't made from a good material or worse than what you currently have. Such as great enchants on gold tools/armor or just want to move enchants from one thing to another. 

Well what if you could use a grindstone or a new block to move enchants to a regular book that you can then use on other equipment like tools and armor.

If this were to be done by a new block, we could balance it by making it so the piece of equipment has full durability or that we have to use another item to move the enchant.
