Heavy / skeleton / puffer fish boots - Water traversal

Given mojang are focusing on bringing players a feature to make building bases underwater more enjoyable, shouldn't living in these bases also be more enjoyable?

Underwater levels in games are notorious for always being the least fun part of a game because of their floaty slowed down movement, and with minecraft its no different.

adding some item into the game, that would make players sink naturally would make it so much more usable, but as anyone who has played the legend of zelda can attest, slow walking underwater isnt much more fun either. Luckily minecraft has the depth strider enchantment for this very reason!

In addition to heavy boots, puffer fish heavy boots could be added as a way to give players the option to still float, by double jumping the puffer fish bloat up and return the player to floating normally.

imagine the creative courses players could make by balancing the heavy boots and unequipping them at the right moment as they sink so they can float over, or using the puffer fish to bounce at the right moment in the air.

That pufferfish idea sounds like enemy cruelty, so no.

They should add more turtle scute recipes that use leather boots to craft and retain all their properties (walking on powdered snow for example) while being better in defenses and giving the bonus you are talking about of being able to walk on the oceanfloor.

I think the Heavy Core could be used for the Heavy Boots. Imagine instead, the Anchor enchantment. Rarely found in chests and such, this could be applied to the Heavy Core, and when you hold that Core in the offhand, the enchantment makes you sink in the water much, much faster.
