Change Harvest Levels of Blocks Through Datapacks

In the current latest version of Minecraft, there is no way to change the harvest levels of blocks in Minecraft using datapacks, and there is no easy method using mods either. The ability to make changes such as requiring an iron pickaxe to mine deepslate, or maybe some wood types require higher level axes are examples of things you could do by changing the harvest levels of blocks. Making it easier to change the harvest level through datapacks could open up the possibilities for tons of modpacks and custom maps.

    I have to say you can technically increase the harvest level of a block but not decrease it, since that requires removing blocks from a tag, which is impossible to do right now
