Explosive touch (has solution to nether roof issue)

Many want the nether roof on bedrock, to make it a balenced feature there should be a block called "roof netherrack" and it looks like red bedrock. to break it you need an enchantment from end cities called "explosive touch" and it would be allowed on a pickaxe and would be mutually exclusive to efficiency. the pickaxe would have to be netherite to break it and every block broken would take up 1-10th of the durability. the enchantment when mining normally will NOT take extra durability instead it would break and drop a 3x3x3 area of blocks for tunnels and major mining operations.
