I think that making the armor resist any amount of damage is too OP since you can just spam scutes to repair the armor and you'd have an immortal dog. Sure, it takes a lot of scutes, but it's still too good.
I think it'd be better if the armor just gave a really high protection, meaning that you can still kill it with enough damage, but it should have a higher durability. You can still repair the armor with scutes and heal your dog with food, but that's a higher price since you also need to eat food, and if you want to give rotten flesh to your dog you'll need to kill a lot of zombies.
Also, having a leather armor which just grants a smaller protection with less durability and cannot be repaired right-clicking the dog but gives the dog a freeze resistance and make them able to walk in powder snow could be cool and useful as a more accesible armor (since you can find leather in more biomes) with a unique use.
