Metallic Waste Dust and Blocks

This new item and block can be found in structures in the Upper End, and in ores across the End Dimension, You can place the dust in the ground like redstone (but less complex) or make layer of it with two metallic waste dust in the crafting table and place it like snow layers. Any metallic block above y level 196 in the end will eventually turn into metallic waste Standing near metallic waste or item or holding it will give the player and other mobs random short bad effects, like blindness, nausea, weakness, slowlessness, poison etc.
